Pascal Dutru

Legal Unit Manager, Qatar Communications Regulatory Authority, ictQATAR (QATAR)

Dr. Pascal Dutru works since 2012 with ictQATAR – the Communications Regulatory Authority (CRA), the independent authority in charge of communications, access to digital media and postal services in Qatar - where it has held various senior manager positions ranging from strategy, policy, planning and legal.

Pascal brings with him over 20 years of experience in the communications industry, with an in-depth understanding of markets at all stages of competition and the deployment of proactive strategies tailored to foster their growth. Previously, Pascal worked closely with the Minister of Information and Communications Technology.

Formerly, he was General Counsel of Clear Channel (France), a worldwide external communication group, and of Alten SA, a listed IT services company. Prior to that, he was Deputy General Counsel in charge of the regulatory and competition division of Bouygues Telecom. As part of his duties, he helped the company branch into new markets, oversaw strategic contract negotiations with French and foreign service providers, handled complex litigations and was deeply involved in the regulatory field in France and in Europe. His earlier professional experience includes working as an attorney at law with Thieffry & Associes, and Bigle, Carbonnier, Lamaze & Rasle, amongst other distinguished organisations.

Pascal is an Attorney at Law (Paris) with a PhD in Law and an LLM in European Law from the College of Europe (Bruges). He also graduated from ESSEC in Finance and Control. Pascal often conducts lectures in telecom law and electronic commerce, and regularly speaks at high profile international conferences.

Dr Amy Hochadel

Global Cities Lead, Future Cities Catapult

Dr Hochadel is currently the Global Cities Lead at Future Cities Catapult. She develops projects and works with private clients and governments in the United Arab Emirates, India and across the United Kingdom and European Union. She has a Doctorate from King’s College London in Global Political Economy, and specializes in enabling local governments around the world to build
international economies and future resilience.

Dr Hochadel has over two decades of experience in politics & public policy and community & government relations and has been a guest lecturer at Harvard University's Kennedy School of Government. She has served as special adviser to Congressional and Presidential candidates across the United States, as well as for
British Members of Parliament.

Dr Hochadel is also certified in Advanced Public Diplomacy from the University of Southern California's Annenberg School of Communication. She holds a Masters degree in Psychology, specialising in Diversity Management from Cleveland State University, a Bachelors Degree in Biology and Chemistry from Ohio University and Associateship of King’s College in Theology.

Dr Hochadel has a new book coming out in Spring of 2017 entitled, Local Leadership in a Global Era: Behavioural and Structural Changes in Local Government

Fethi Filali

Head of Technology Development & Applied Research, Qatar Mobility Innovations Center, QMIC (QATAR)

Dr. Fethi Filali is the Head of Technology Development & Applied Research at Qatar Mobility Innovations Center (QMIC). He is leading the technology development of QMIC's solutions in the area of Smart Cities, Internet of Things, Intelligent Transportation Systems, and Connected & Automated Vehicles solutions.  He has invented technologies and developed algorithms that have been shipped in many QMIC products, including Masarak®, Labeeb® and WaveTraf®, creating commercial impact in the order of millions of dollars.

Dr. Filali received his Ph.D. in Computer Science and Habilitation degrees from the University of Nice Sophia Antipolis, France, in 2002 and 2008, respectively.

Prior to joining QMIC in 2010, Dr. Filali was with the Mobile Communications department of EURECOM, France, as Assistant then Associate Professor for 8 years.

His research grants include 15 competitive awards from several funding agencies (European Commission, The French National Research Agency, and Qatar National Research Fund).

He was the Ph.D. Director of more than ten Ph.D. students in the area of intelligent transportation, wireless sensor and mesh networks, vehicular communications, big data analytics, internet of things, and mobility management.

Dr. Filali co-authored more than 130 research papers in international peer-reviewed conferences and journals and (co-)filed more than 10 patent applications.

Antoine Farah

Antoine has vast experience in ICT consultancy as well as large system integration programmes.

For the past 25 years he has worked for large multinational groups (including BULL SA, Computer Science Corp and Orange Business Services (OBS) in Europe, Africa and in the Middle East. During this time he has delivered numerous large scale IT infrastructure, network and application consultancy assignments and major integration programmes.

His role as OBS Vice President In Qatar has seen him responsible for opening the Doha office and more recently he has been involved in a number of large smart services programmes for cities and transportation initiatives.

Hani Al Naddaf

Head of Litigation - Qatar, Partner, Al-Tamimi (QATAR)

Al Tamimi’s Dispute Resolution team in Qatar is led by partner Hani Al Naddaf, a dual national of Syria and Canada, who is a senior litigation lawyer with 19 years’ experience in his field of expertise.

Dr. Fadi Aloul

Dr. Fadi Aloul is a Professor & Department Head of Computer Science & Engineering and the Director of the HP Institute at the American University of Sharjah (AUS), UAE. He holds a PhD and MS degrees in Computer Science & Engineering from the University of Michigan, Ann Arbor, USA, respectively, and a BS degree in Electrical Engineering summa cum laude from Lawrence Technological University, Michigan, USA. His research and industrial interests are in Cyber Security, Mobile Applications, and Design Optimization. He is a Certified Information Systems Security Professional (CISSP) and the founder of several cyber security awareness initiatives in UAE including UAE’s Cyber Academy.

Dr. Aloul received a number of prestigious awards including being the only recipient from the Middle East to receive the Global Engineering Deans Council (GEDC) Airbus Engineering Diversity Award in addition to the H.H. Sheikh Khalifa, UAE’s President, Award for Higher Education, the Sheikh Rashid's Award for Outstanding Scientific Achievement, the Abdul Hameed Shoman Award for Young Arab Researchers, the AUS Excellence in Teaching Award and the Semiconductor Research Corporation Fellowship. He has 100+ publications (available at http://www.aloul.net) and 1 US patent.

He is a regular invited speaker and panelist across a number of international conferences related to Cyber Security, Technology, Innovation and Education.

Omar Sherin

Director, CyberSecurity, E&Y (QATAR)

Omar Sherin is a cyber-security director in EY MENA, Holding a BSc. In computer engineering and with 14 years of cyber security experience specialized in ICS security and in Critical infrastructure protection. Omar is an elected voting member in the ISA99/IEC62443 standard for industrial control systems security, the highest committee in the standard. Omar is also an international member of the ICSJWG created by the US-DHS, He also led the Qatari National Critical Infrastructure Information Protection program in (Q-CERT) conducting tens of ICS assessments and handling national level incidents, he also developed the Qatari National ICS Security standard, the first document of its kind in the middle east. Omar is a certified GICSP, CBCP, GRISC, CERT-IH and a SANS institute ICS Mentor.

George Eapen

Regional Chief Information Security Officer, General Electric (GE) MENAT (UAE)

George Eapen is Chief Information Security Officer (CISO) for GE in Middle East, North Africa & Turkey.

In his role, George is responsible for defining Cyber Security strategy for Enterprise IT & OT for the region and provide strategic leadership to IT Security related projects & initiatives for all GE businesses in the region. George is also responsible for protecting GE critical assets in a growing region which spans 18 countries and 7000 work force.

George joined GE in 2006 with GE Healthcare in India and has since held roles of increasing responsibilities and progressed to his most recent role as Chief Information Security Officer for MENAT. During his tenure with GE, George worked in multiple domains (Product Life cycle management, ERP, Infrasrture, Supply Chain & Commercial IT) and multiple businesses (GE Healthcare, GE Appliances, GE Capital, GE O&G, GE Aviation and GE Corporate).

Nilangshu Dey

VP – Europe, Middle East, Africa & Russia & Senior Project Engineer, International Society of Automation (ISA) & QP (QATAR)

Nilangshu Dey, a Master Degree holder and Gold medalist in Instrumentation & Electronics engineering having 37 years of experience in Design & Engineering, Installation, Project Management, Testing / Commissioning and Maintenance of Instrumentation and Control system of Oil & Gas, Petrochemical, Process & Utilities and Super Thermal Power Plants in India, Saudi Arabia, Dubai and Qatar.

Presently he is the Senior Project Engineer of Qatar Petroleum responsible for concept till commissioning of the green and brown field automation projects of NGL Plants since last 17 years  and was the key personnel in introducing First Foundation FieldBus technology applications in Qatar in 2002.

He is the Founder of Qatar Section of International Society of Automation (ISA) and is the President of ISA Qatar Section since last eight  years. He is the recipient of  SECTION LEADER OF THE YEAR 2012 Award by ISA globally  for his outstanding contribution in an innovative way provided exceptional value to the local Section.  He was the  Vice President  of ISA District 12 ( i.e Europe , Middle east and Africa region)  during the period 2015 -16 . He is also the Chairman of ‘Foundation FieldBus End User Council – Middle East’, a world wide professional body of Control engineers of all End Users companies of GCC Countries to promote Foundation Fieldbus technology in the middle east region. He was in the Advisory board of College of North Atlantic Qatar for Automation diploma / certificate programs and involved in bridging the institute with the industry for development of Qatari engineers.

Ahmad Farrukh

Diane Mullenex

Diane is a dual-qualified French lawyer and UK Solicitor, heading the international telecom practice. She started her career in Singapore in 1994 and has worked in Asia, Europe, Africa and Middle East.

Dr. Issa Khalil

Issa Khalil received PhD degree in Computer Engineering from Purdue University, USA in 2007. Immediately thereafter he joined the College of Information Technology (CIT) of the United Arab Emirates University (UAEU) where he served as an associate professor and department head of the Information Security Department. In June 2013, Khalil joined the Cyber Security Group in Qatar Computing Research Institute (QCRI), a member of Qatar Foundation, as a Senior Scientist, where he recently promoted to principal scientist. Khalil’s research interests span the areas of wireless and wireline network security and privacy. He is especially interested in cloud security, botnet detection and takedown, and security data analytics. His novel technique to discover malicious domains following the guilt-by-association social principle attracts the attention of local media and stakeholders. Dr. Khalil served as organizer, technical program committee member and reviewer for many international conferences and journals. He is a member of IEEE and ACM and delivers invited talks and keynotes in many local and international forums. In June 2011, Khalil was granted the CIT outstanding professor award for outstanding performance in research, teaching, and service.

Howaida Nadim

Prof. Abdelaziz Bouras

Dr. Abdelaziz Bouras (http://qufaculty.qu.edu.qa/abdelaziz-bouras/) is Professor at the Computer Science and Engineering Department – College of Engineering of Qatar University, which he joined in 2013 as Chair of the ex-ictQATAR Scientific Chair position (Ministry of Transport and Communications). He currently serves as Chair of the Industrial and External Relations at the CSE department and supervises research works related to software engineering and Smart Cities.

Before joining Qatar University, Dr. Abdelaziz was Deputy Director of PRISMA and DISP Information and Decision Systems labs and Director of the Cerral Innovation and Knowledge Transfer Center in France.

As the IFIP WG5.1 Chair (IT for lifecycle management) he founded several international conferences and special interest groups. He also served as advisor for SME Clusters in Europe and as Steering Committee member of the Digital Incubation Center (DIC) in Qatar.

Dr. Abdelaziz has been conferred several prestigious awards, such as the Honoris-Causa PhD in Science by HRH Princess Maha Chakri Sirindorn of Thailand and the Exceptional Class by the French government.
